Resident Advisor – Treasury & Public Accounting (AFRITAC Central)

About the role

The IMF is seeking an experienced treasury and public accounting expert to serve as a long‑term Resident Advisor at its Regional Capacity Development Center for Central Africa (AFRITAC Central) in Libreville. The role involves advising senior government officials, building capacity in ministries of finance, and supporting public financial management reforms across nine Central African countries.

Key responsibilities

• Provide capacity development in cash‑flow forecasting, treasury single account implementation, and integration of treasury and debt management.
• Deliver workshops and seminars on fiscal reporting, computerized accounting systems, and public accounting standards.
• Recruit, supervise, and coordinate short‑term experts in the field while traveling frequently to partner countries.
• Collaborate with IMF headquarters staff and other technical partners to ensure coherent implementation of reforms.

Required profile

• Master’s degree in a relevant field and at least four years of senior advisory experience in a ministry of finance, central bank, or capacity‑development setting (preferably ten years).
• Fluent written and oral French, working knowledge of English, and strong interpersonal skills for multicultural environments.
• Proven project‑management experience and ability to handle sensitive issues with discretion.
