Finance and Budget Officer

About the role

The Finance and Budget Officer is based in Libreville and reports to the Chief of Mission Support within the Office of the Chief of Mission Support for Central Africa and the United Nations Regional Office for Central Africa (UNOCA). Within delegated authority, the officer manages finance and budget matters, including planning, Results-Based Budgeting, resource requirements, expenditure control and performance management.

Key responsibilities

• Advise management on finance and budget matters, approve obligations and expenditures, and interpret UN financial rules and procedures
• Coordinate responses to OIOS and audit observations and contribute to Standard Operating Procedures
• Review and verify monthly accounts, financial statements and bank reconciliations, and approve vouchers such as payroll, travel claims and vendor invoices
• Maintain internal controls so that vouchers are processed and posted correctly in Umoja, and investigate erroneous charges
• Manage funds: monitor payments worldwide, prepare disbursements, verify receipts, manage petty cash and prepare cash flow forecasts
• Support budget preparation under the RBB framework, issue allotments, monitor spending and prepare budget performance reports
• Lead training on budget preparation and Umoja, oversee IPSAS and Umoja implementation, supervise subordinate staff and perform other assigned duties
