Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on developing, harmonising and implementing transport policies and governance frameworks across the ECOWAS region.

Key responsibilities

• Support the development, review and harmonisation of regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy efforts between ECOWAS institutions, Member States, regional organisations and development partners.
• Prepare transport policy studies, strategic analyses, technical reports and policy recommendations.
• Assist with implementation, monitoring and reporting of regional transport strategies and standards.
• Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and regional integration goals.
• Facilitate stakeholder consultations, policy dialogue and capacity‑building activities.
• Integrate climate resilience, inclusion, digitalisation and sustainability considerations into policy work.

Required profile

• Master’s degree in transport planning, public policy, economics, international development or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance.
• At least 7 years of experience specifically in transport policy development or regional transport governance.
• Proven experience working on transport or regional integration programmes in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
