About the role
NTU International is seeking a senior Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and knowledge exchange across the African and European space sectors.
Key responsibilities
- Develop and operationalise a comprehensive MEL framework, including indicators, baselines and data‑collection protocols.
- Coordinate evidence consolidation, impact assessment and learning activities across multiple partners.
- Produce regular monitoring reports and provide actionable insights to inform programme decisions.
- Support capacity‑building for partners on results‑based management and data analysis.
- Ensure alignment with EU funding requirements and contribute to strategic evaluations.
Required profile
- Master’s degree in evaluation, statistics, development economics, social sciences or a related field (or equivalent professional experience).
- Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
- At least 4 years of experience designing and operating MEL frameworks for donor‑funded, multi‑partner programmes.
- Experience with EU‑funded programmes and African contexts is an asset.
- Excellent command of English; working knowledge of French and/or Portuguese considered a plus.
