Technical Advisor - Law Enforcement and Wildlife Crime Prevention

About the role

WCS is seeking a full-time Technical Advisor (Law Enforcement Management / Counter Wildlife Trafficking) for its program in Gabon, based in Libreville with frequent field assignments in national parks, landscapes and project sites. Reporting to the Technical Director, the advisor acts as technical lead for protection, monitoring and law enforcement in terrestrial and marine protected areas, supporting government agencies and park managers while they retain operational control of the sites.

Key responsibilities

• Develop an LEM/CWT framework tailored to terrestrial and marine contexts, and strengthen the capacities of partner agencies, WCS teams and park managers.
• Support priority sites and the PSP/CMP process: assess threats, capacities and needs, define priorities and roadmaps for monitoring and anti-poaching programs, and enhance intelligence-led patrols, information analysis, case management and legal follow-up.
• Plan and deploy equipment, infrastructure and interoperable monitoring systems such as SMART, EarthRanger and Skylight/Global Fishing Watch, and coordinate with national systems.
• In northeastern Gabon support the CWT coordination center in Makokou and the LEM/CWT units in Ivindo, Minkébé and the associated landscape; along the coast support land, coastal and maritime surveillance and the Mayumba-Conkouati transboundary park cooperation.
• Prepare LEM/CWT contributions for parks joining the PSP/CMP, covering risks, responsibilities, standards, investment needs and transition conditions.
• At the national level, organize technical reviews with the ANPN operations center, document best practices and cost models, and monitor legal and institutional frameworks with legal experts.
• Propose improvements to the LEM/CWT framework, update methods, tools and standards, and coordinate the portfolio, including supervision of technical staff, consultants and trainers, and capacity building.
