Senior Youth Employment & Skills Development Expert

About the role

NTU International is seeking a Senior Youth Employment & Skills Development Expert to design and implement youth employment and technical skills programmes linked to transport, logistics and infrastructure across the ECOWAS region. The role will support ECOWAS institutions, Member States and development partners in building a skilled, inclusive workforce for sustainable mobility.

Key responsibilities

• Develop and roll out youth employment and skills development initiatives for the transport and infrastructure sectors.
• Provide technical assistance on vocational training, professional development and workforce capacity‑building programmes.
• Conduct labour market and skills‑gap assessments related to transport, logistics, infrastructure and digital systems.
• Design youth‑focused training curricula, internship schemes and employment pathways.
• Advise ECOWAS bodies and Member States on youth inclusion strategies and skills‑development frameworks.
• Facilitate participation of young professionals in regional transport projects.
• Prepare skills‑development strategies, training materials, employment analyses and policy recommendations.
• Coordinate with training institutions, universities, public authorities, private sector stakeholders and development partners.
• Deliver workshops, consultations and capacity‑building activities.
• Support monitoring, reporting and evaluation of youth and skills initiatives.

Required profile

• Master’s degree in education, labour economics, human‑resource development, social sciences, public policy or a related field.
• Minimum 10 years of professional experience in youth employment, vocational training, skills development or workforce capacity‑building programmes.
• Proven experience in development, infrastructure or social inclusion projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
