Resident Advisor – External Sector Statistics (IMF)

About the role

The International Monetary Fund’s Statistics Department, together with the Central Africa Regional Technical Assistance Center (AFRITAC Central), is seeking a Resident Advisor on External Sector Statistics (ESS) to be based in Libreville, Gabon. The Advisor will support nine member countries in strengthening their capacity to compile and disseminate ESS in line with the Balance of Payments and International Investment Position Manual (BPM6) and prepare for the transition to BPM7.

Key responsibilities

• Organise and deliver technical assistance missions and regional workshops on ESS.
• Manage short‑term expert missions covering balance of payments, international investment position, external debt, reserves and remittances.
• Facilitate collaboration among government and regional agencies to develop ESS.
• Coordinate TA activities with IMF headquarters, relevant departments and other international agencies.
• Maintain Results‑Based Management log‑frames for programme objectives and outputs.
• Collaborate with other AFRITAC resident advisors to create synergies across technical assistance areas.

Required profile

• Post‑graduate university degree in statistics, economics, finance, mathematics or a related field.
• At least 10 years of hands‑on experience compiling and disseminating balance of payments, international investment position and external debt statistics.
• Proven analytical and technical expertise in ESS methodology.
• Experience negotiating with country authorities and influencing statistical programmes.
